From October 8, 2019, to October 24, 2019, the Department of Energy conducted a series of Public Consultations in Manila, Cebu, and Davao on the proposed Department Circular entitled, “Policies to Enhance the Net Metering Program for Renewable Energy Systems and Other Mechanisms to Ensure Energy Supply Security”.

EPIRA

During the Public Consultation on October 8, 2019 at the Bonifacio Global City, the public was reminded of Republic Act 9136, otherwise known as the “Electric Power Industry Reform Act” or “EPIRA”, where it is the declared policy of the State to assure socially and environmentally compatible energy sources and infrastructure; and promote the utilization of indigenous and new and renewable energy resources in power generation in order to reduce dependence on imported energy.

There is also the RA 9513, otherwise known as the “Renewable Energy Act of 2008” or “RE Act”, which provides that it is the declared policy of the State to accelerate the exploration and development of RE resources to achieve self-reliance and strategies to reduce the country’s dependence on fossil fuels to thereby minimize the country’s exposure to price fluctuations in the international markets.

 

Net Metering

In Section 10 of the RE Act and Section 7 of its Implementing Rules and Regulations, it provides that the Energy Regulatory Commission (ERC), in consultation with the National Renewable Energy Board and the electric industry participants, shall establish Net Metering interconnection standards and pricing methodology and other commercial arrangements necessary to ensure success of the Net Metering program for renewable energy.

 

What does the DOE adopt?

The DOE encourages and promotes Electricity End-Users’ participation in the Net Metering Program while ensuring the economic and technical viability both from the End Users and the Distribution Utilities’ perspectives. The DOE released its Circular setting out policies and guidelines for the adoption of multiple compensation mechanisms for the net metering program, the voluntary connection of RE systems above 100 kW capacity, and utilization of own-use RE systems as an emergency supply.

 

Adoption of Compensation Mechanisms

Section 5 of the Circular tackled the adoption of multiple compensation mechanisms for the net metering program, which are subject to the final determination of the ERC. There were two mechanisms identified, one for residential customers and one for non-residential customers.

 

Classical Net Metering for Residential Customers

In this mechanism, the excess generation from a billing period is valued as energy in kilowatt-hours (kWh) and maintained as credits that offset energy consumption in subsequent billing periods. In this arrangement, the kWh credits are traded as credits and therefore assume a one is to one (1:1) trade.

 

Current Net Metering Scheme for Non-Residential Customers

In this mechanism, the excess generation from a billing period is converted to a peso equivalent, or monetary credits, to offset the bills in subsequent billing periods for one calendar year. At the end of the year, remaining credits are bought at blended generation rates.

During the hearing, a large utility argued that consumers with solar will raise the cost of energy and this is against the interests of the country. The Luzon grid was hitting red alert levels, especially during sunny summer months. With the Malayampa gas fields drying out in terms of the contract and proven reserves, this is certainly very disconcerting to our growing economy.”

I am elated that the DOE is listening to foreign experts from USAID, NREL and other solar developers on the realities of what is happening. In any case, I am glad to be part of the struggle on the right side – which is the side that values the future of our children,” added De Guzman.

The climate is indeed changing us. It does not care about national boundaries. It does not matter who is to blame or who polluted what. THE TRUTH ABOUT SOLAR: IS IT REALLY EXPENSIVE?

Is solar really so expensive? Do you need batteries to go solar? What are the challenges of going solar? Is solar an ideal alternative for places without electricity?

Does solar require batteries?

The answer is Yes, and the answer is No.

 

OFF-GRID: Batteries make sense and are needed in off-grid situations. Batteries in this type of solar setup are needed for storage, meaning excess electricity harvested by your solar system is stored in the batteries for later use.

ON-GRID OR GRID-TIE: In a grid-tie solar system setup, it means that you have stable power from the grid, and therefore it enables you to get the best of both worlds. During the daytime, your facility uses the power of the sun. During night time, your facility uses grid power. If you produce more electricity than you consume, you can export or sell the excess electricity to the utility company through the Net Metering program. In this setup, the utility grid plays the role of a “virtual battery”.

 

Why doesn’t everyone just use batteries?

The reason why: batteries are expensive. Solar with batteries will at least triple the cost, thus affecting Return on Investment (ROI). In a grid-tie solar setup, ROI is typically achieved in 5 years or less. In a solar setup with batteries, ROI is tagged at 10 years or more – plus there is the fact that the lifespan of solar batteries is only about 10 years, which means you may need to replace them in 10 years.

Is cost the real issue here?

“The main problem for going solar is not really the cost, but rather the awareness and the implementation. Out of the 120 electric cooperatives and DUs, only 17 have at least one solar installation in their franchise areas. Why so? Pang-pahirap policies, exorbitant fees or downright refusal of some players to abide by consumer protection rules served as factors. Now, however, there are current government agency efforts trying to cut down the red tape dragon,” he emphasized.

Indifference, delays, and impunity of the giants no longer have a place because the consumers now have a victory. It is now by law that a permit has to be granted within 20 days. It is now a legal practice that “study fees” can no longer be charged by the utilities to go solar (Distribution Impact Study fees are now shouldered by the utilities). It is now cost-feasible for a factory worker to own a solarized Pag-Ibig funded home, and his wife can wash their clothes and cook food using solar energy with excess power to spare that gets sold to the factories via the utilities. Those installations by itself are small but give the biggest differences in quality of life. These are real economic opportunities now gained by millions of Filipinos.

With today’s era of high-speed developments and industrialization, the amount of non-renewable resources we consume now is simply not sustainable. As the global population continues to boom, the consumption of non-renewable resources increases proportionately, just as the demand for energy and power booms. Simultaneous to this is the real and ever-growing threat of climate change. As resources become scarce and the demand for energy continues to rise, the planet needs to find a supply that will not run out at the same pace we consume them.

Bringing light to the darkness

Before Solaric started commercial solar operations, Solaric was tasked by NGOs to provide emergency power at relief centers after Typhoon Haiyan (also known as Typhoon Yolanda), one of the strongest tropical cyclones ever recorded in world history, struck the Philippines on November 2013.

Yolanda devastated most of Surigao, Eastern Samar, and Tacloban City, bringing their inhabitants to their knees. All existing inventory was reallocated to relief efforts. There were absolutely no expectations of getting paid. In Tacloban and Malapascua, Solaric embarked on a mission to energize schools, churches, homes, and relief centers where there was no power, no grid, no diesel, no funds, and no government support.

We powered 3 public schools which doubled as relief centers, clinics, phone charging stations, VHF radio stations, and water filtration stations. Then Solaric powered hundreds of homes along the way. More than 4,000 people benefitted from our efforts. We covered 14 different municipalities from Ormoc to Tacloban to Daanbantayan in Cebu – all of which were devastated by the typhoon.

Solaric delivered power in the worst possible operating conditions when others would not, or could not. Since then, turning on the sun has become the Solaric mission.

The Solaric warehouse and distribution center located at JP Rizal Makati is completely off-grid. It was built from 100% recycled materials. It operates primarily on solar power and has a rainwater and aircon water collection system. Meanwhile, the Solaric Showroom located at Chino Roces Extension Makati City is running on a 28.5kWp solar. Another 3,000 square meter commissary is situated in Santa Rosa, where inventory for our nationwide base of installers and dealers are stocked. Solaric is transforming the nation, one rooftop at a time, by helping Filipinos welcome the era of solar energy and sustainable living.

THE PHILIPPINES: WALKING TOWARDS THE RENEWABLE ERA

 

Solar rooftop installations make a perfect environmental and economic choice for the tropical Philippines. The Philippines has one of the highest electricity rates in the region, but it is also blessed with abundant sunshine. With only partial roof coverage by solar panels, most businesses and homes can generate all the energy they need with surplus energy that can easily be shared with the grid when it is needed the most.

Last summer, a number of red and yellow alerts were issued midday because the Luzon grid could not keep up with the increased demand due to the summer heat. Much needed energy was bought at peak rates of well above P15 pesos per kWh to keep the grid from collapsing. However, government policy still favors the use of diesel peaking plants and lucrative ancillary charge contracts to maintain these much-needed fossil-driven reserves. Leading countries are mandating that all new construction requires solar to mitigate climate change. In the Philippines as of today, less than 1% of the 1% available roof space has solar panels on them.

The Renewable Energy Act of 2008 was set to encourage the use of renewable energy such as solar rooftops. However, the early adopters that went solar are at a gross disadvantage because of the valuation of Net Metering credits. Surplus solar energy is being purchased by the utility company at a blended generation charge, which is well below the average price of daytime electricity coming from a distant power plant. This surplus power gets used up within the immediate neighborhood, meaning there is virtually no systems loss. There have been double counting of profits from utilities stemming from padding the costs of energy sold from a solarized home to its next-door neighbor and usurious interconnection fees that can cost more than the solar panels themselves. More than 2,500 solarized homeowners and businesses are getting shortchanged by a tune of P49M a year by conservative estimates. In addition to questionable valuation of solar export, which is in contrary to the law and to global practices, there is an arbitrary maximum cap on the size of solar installations in order to qualify for the net metering program regardless if it is being used for a home or a large shopping mall.

The prices of solar installations have dropped by more than 92% since 2008. A Toyota Landcruiser costs more than the maximum 100kWp solar installation under net metering regulations. Many industry players and even government institutions are lamenting that the war on climate change is hamstrung by bygone protectionist regulations. If the Philippines wants to transition to the future, she has to walk on over to the renewable era and embrace the reality that we can no longer burn coal with wanton abandon.
