NET METERING: HOW DO I DO IT?

Net metering

Net Metering is a program mandated by the Energy Regulatory Commission (ERC) that allows users of renewable energy export their energy to their distribution utility. Through this, solar owners are capable of maximizing their system into its potential and yield its enormous benefits.

Where do I start?

Records

Currently, the law only allows net metering to solar system with less than 100kWp in size. The net metering process can be complicated and you still have to pass certain requirements to know if you are qualified for the program. You can consult with your solar installer or provider to discuss to you further the process and provide you with some of the documents that you will be needing for the application. To start, you need to prepare the following:

  • Net metering application form
  • Plant Parameters with technical documentation
  • Certificate of final electrical inspection
  • Single Line Diagram
  • Electrical Plan

For residential homes, you will be needing the following documents:

  • Previous monthly electric bills
  • 2 Valid government IDs (front and back) copy
  • Land Title/TCT (certified true copy in some cities)
  • Realty Tax Receipt
  • Notarized authorization letter
  • Deed of Sale (if electric bill is still under the old owner’s name)
  • Occupancy Permit
  • Barangay Permit
  • Photo of the house
  • Photo of Main Breaker with label of load schedule

For commercial and business establishments, you will be needing the following documents:

  • Previous monthly electric bills
  • 2 Valid government IDs (front and back) copy
  • Land Title/TCT (certified true copy in some cities)
  • Realty Tax Receipt
  • Notarized authorization letter
  • Deed of Sale (if electric bill is still under the old owner’s name)
  • Filled up Application for Electrical permit/CEI form from city hall
  • Secretary’s Certificate, authorizing the signatory to apply for net metering
  • ID of Corporate Secretary of Signatories
  • Latest General Information sheet
  • Secretary Certificate (indicate the signatory of the company)
  • SEC Registration (1 page only)
  • Articles of Incorporation
  • Barangay Permit

How long and how much?

Net metering fees can cost between Php 8,500 to Php 45,000, depending on various factors. Below is the approximate timeline and costs that you may encounter upon your application:

  • Distribution Impact Study (DIS): 2 to 7 weeks

Meralco now shoulders the fees for the DIS. A fee of Php 1,500 (manager’s check) is collected for Energy Regulatory Commission (ERC)

  • Yellow Card: 2 to 4 weeks

Meralco will study your area and issue you a “Yellow Card”

  • Service Disconnect: 2 to 7 weeks

Yellow Card will instruct you to install service disconnect accessible outside your house, a grounding rod, and a new meter base. This can cost you around Php 8,000 to Php 24,000+, depending on the size of your main lines.

  • Electrical Permit Application: 1 to 2 weeks

Submit application for electrical permit/ “Certificate of Electrical Inspection” with signed & sealed blueprint reflecting solar system to city hall. Requirements are: TCT, occupancy permit, tax declaration, barangay clearance, and PEE signed and sealed plans are also required by certain cities. This can cost you around Php 2,500 to Php 11,000+, depending on the city hall.

  • Net Metering Application: 2 to 6 weeks

Submit the certificate to Meralco and sign the contract.

The Solaric Advantage

However, net metering fees and legwork for document processing are not included in this package. The signed and sealed blue print of the PEE and other application fees shall still be charged to the client.
